Builder Floor in Greater Noida: The 12 Point Checklist Before You Pay a Single Rupee

A builder floor in Greater Noida can give you more privacy and space than a tower flat, or a legal headache. Our 12 point checklist covers RERA, approved maps, floor wise registry, illegal floors and the real cost.

"Bhaiya, stilt parking, lift, Italian marble, registry turant." The pitch for a builder floor in Greater Noida usually sounds perfect. Sometimes it is. Sometimes the fourth floor you are buying was never on the approved map.
Builder floors and independent houses are a real search trend here. Google Keyword Planner shows about 260 searches a month in India for "independent house in greater noida" and about 140 for "builder floor in greater noida", with people searching sector by sector, from Alpha 2 and Beta 2 to Delta 1, Gamma 2, Sigma 3 and MU 1. So here is the checklist we run with our own clients before anyone pays a token.

Neither is better for everyone. If privacy and a ground connection matter most, a builder floor wins. If you want amenities and a managed society, an apartment does.
The 12 point checklist for a builder floor in Greater Noida
1. Ask who owns the plot, on paper
The builder is often developing a plot owned by someone else under a collaboration deal. Ask for the allotment or lease documents from the Greater Noida Authority, the transfer chain if the plot has changed hands, and the collaboration agreement. The seller on your sale deed must have the right to sell your floor.
2. Get the sanctioned building plan
Ask for the building plan approved by the authority. Count the floors on it. Then count the floors on site. If the site has one more, you know which floor is the problem.
3. Check the RERA position properly
Under Section 3(2)(a) of the RERA Act, a project does not need registration where the land does not exceed 500 square metres or the number of apartments does not exceed eight, across all phases. A Mondaq legal analysis points out that authorities differ on whether a project must meet both conditions or either one to be exempt.
What this means for you: many small builder floor projects fall outside RERA, so you lose the protection RERA gives. Ask the builder in writing whether the project is registered with UP RERA, and if not, why they believe it is exempt.
4. Confirm floor wise registry rules in writing
In Noida, the authority's 195th board meeting approved a proposal for separate registration of each floor on residential plots, subject to state government approval, according to a Hindustan Times report. The same report said Noida's bylaws permit a maximum of four floors on a residential plot. That was Noida. For Greater Noida, ask the sub-registrar office and the Greater Noida Authority directly whether your floor can be registered separately, and get the answer in writing. Do not rely on "sab karte hain".
5. Watch for illegal extra floors
Authorities do act. Deccan Herald reported in May 2024 that the Greater Noida Authority sent notices to 350 people over illegal construction and encroachments, warning of demolition. In Noida, Business Standard reported the same month that the authority was painting "illegal work" on unauthorised buildings to warn buyers. If a floor is not on the sanctioned map, you are buying a dispute.

6. Check the completion or occupancy certificate
Ask whether the building has a completion or occupancy certificate. A floor without one can face trouble with utilities, loans and resale.
7. Ask your bank first
Banks run their own legal checks. If two banks refuse a home loan on the property, take that as a signal, even if you were planning to pay cash.
8. Read the parking line, literally
Stilt parking is shared by every floor. Get the number and position of your parking slot written into the agreement and the sale deed.
9. Pin down roof and terrace rights
Who owns the roof? Can the top floor owner build on it? Can water tanks and solar panels go up there? These fights are common in builder floors. Put the answer in writing.
10. Count the real cost

11. Inspect the build, not the finishes
Marble and false ceilings are easy to show. Look at the structure: wall cracks, seepage marks, staircase width, fire exits, electrical load and water pressure on your floor. Bring an engineer if you can.
12. Pay traceably, register, then mutate
Pay by bank transfer, register the sale deed, and complete the transfer or mutation in the authority's records. A registered deed with no update in the authority's records leaves a gap that hurts at resale.
Red flags that should make you walk away
- "Registry baad mein ho jayegi" with no written timeline.
- A price far below similar floors in the same sector, with pressure to pay today.
- No sanctioned map, or a map that the builder "will show later".
- Cash only.

If the checklist above feels like too much, that is a fair conclusion. Some buyers who want builder floor privacy end up in low density societies instead. Is it safe to buy a builder floor in Greater Noida?
It can be, if the plot ownership is clear, the floor is on the sanctioned building plan, the registry position is confirmed in writing and the building has the required certificates. Skip any floor that is not on the approved map.
Do builder floors need RERA registration?
Under Section 3(2)(a) of the RERA Act, projects on land up to 500 square metres or with up to eight apartments can be exempt. Authorities interpret this differently, so ask the builder for the registration status in writing.
Builder floor vs apartment: which is better?
Builder floors usually offer more privacy and fewer neighbours. Apartments in registered societies usually offer more amenities, professional maintenance and lower paperwork risk.
Can each floor be registered separately in Greater Noida?
